Doctor arrested over patient’s death

Khmer, Cambodia – 17th October, 2018: Police in Phnom Penh’s Por Senchey district yesterday arrested a Chinese doctor and his wife over the death of a patient seeking treatment at their clinic in Kakab II commune on Monday.

Colonel Yim Saran, district police chief, identified the suspect as Dr Lia Xia Oyong, 49, and the victim as Wang Zhiqiang, 49, also a Chinese national. He did not identify the doctor’s wife.

Col Saran said that at about 5pm on Monday, Mr Wang went to the Pheng Vuthy Clinic in the district to seek treatment for a high fever.

He noted that Dr Lia examined him and found that he was suffering from dengue fever and tried to treat him, although the clinic did not have the proper facilities.

Col Saran said that after a while the victim turned pale and died in the clinic.

“Investigations show that the clinic is not equipped to treat dengue fever and also operated in unhygienic conditions,” he said. “Medical experts suspect that the victim died of a heart attack due to a high fever.”

Col Saran said that the victim’s family later filed a complaint with police and Dr Lia and his wife were arrested at the clinic yesterday morning.

He noted that although the clinic is licensed to operate, both suspects are being questioned by police and will be sent to court today.

In January, Svay Rieng’s provincial health department closed two clinics that were found to be operating illegally in Bavet city.

One clinic sold traditional Chinese medicine and the other was providing in-patient treatment without permission.

Prime Minister Hun Sen has reminded the Health Ministry to strictly monitor the operations of clinics and sale of medicines by pharmacies to protect people’s health.
